Water Management Situation Report for Cumberland River Basin Reservoir System and Associated Waterways

As the summer and early fall progressed, water quality conditions near and for many miles downstream from TVA’s Cumberland City fossil plant and its cooling water discharge progressively worsened. This generally coincided with reduction in flows out of Cheatham. By early September about 40 miles of the main stem portion of Barkley exhibited DO conditions below 5 mg/l, even at the surface. With no additional water available to pass through Cheatham Dam, there was very little the Corps could do other than monitor the situation. Fortunately, the worst of this thermal crisis passed relatively quickly and by late September marked improvement in the water column was noted. Except for a July fish kill that may have been caused by a slug of poor quality water not related to the Cumberland City discharge, no other fish kills were reported this year. Considering the extremely warm water and low DO in so much of Lake Barkley, it is remarkable that no large scale fish kills were noted. Still this situation with heating caused by the combination of low river flows and very warm thermal plant discharges, needs to be addressed. The installation of cooling towers at the Cumberland City thermal plant is one option currently under consideration.
